Lecture Held in BGD: To Strengthen the Construction of Ecological Civilization and Promote Carbon Peak and Carbon Neutralization
In order to positively learn the important remark of President Xi Jinping on carbon peak carbon neutralization, Gengdan Institute invited Dr. Pei Qingbing, who works in at the Energy Research Institute of the National Development and Reform Commission, to deliver a lecture titled "To strengthen the construction of ecological civilization and promote carbon peak and carbon neutralization" in the afternoon of November 10, 2021.
At first, Dr. Pei Qingbing introduced the background and basic concepts of the goal of carbon peak and carbon neutralization in China. He pointed out that the key strategic direction of ecological civilization construction is to integrate carbon peak and carbon neutralization into the overall layout of ecological civilization construction.
China has continuously promoted the construction of ecological civilization by strengthening system construction and institutional mechanism innovation. Outstanding achievements have been made in promoting green development, solving environmental problems, strengthening ecosystem protection and reforming the ecological environment supervision system.
On September 22nd last year, President Xi Jinping announced at the seventy-fifth general debate of the UN General Assembly that China will enhance the country's independent contribution and adopt more effective policies and measures to reach peak carbon emissions by 2030 and carbon neutralization by 2060. This new goal is a major strategic decision made by the Central Committee of the CPC with Xi Jinping as the core. It is not only an inherent requirement for China to achieve sustainable development and high quality development, but also an inevitable choice for China to promote the construction of a community of human destiny.
Secondly, Dr. Pei introduced the global situation and the opportunities and challenges faced by China to achieve the goal of carbon peak and carbon neutralization. Coping with climate change is a common problem faced by the international community. It is not easy to achieve carbon peak and carbon neutralization in a short time, especially when China is still developing industrialization and urbanization. The time duration of its commitment is far shorter than that of developed countries. Therefore, China still needs to make arduous efforts and go all out. To achieve carbon peak and carbon neutralization, China should take the comprehensive green transformation of economic and social development as the guide and the green and low-carbon development of energy as the key, accelerate the formation of an industrial structure, production mode, lifestyle and spatial pattern that saves resources and protects the environment, and firmly follow the high-quality development path of ecological priority, green and low-carbon.
Finally, Dr. Pei proposed that carbon peak and carbon neutralization will not only bring about systematic changes in economy and society in the future, but also have a profound impact on young students' future study, life and work. It is mainly reflected in the efficient revolution of energy utilization, the clean and low-carbon revolution of energy system, the accelerated development of technologies such as hydrogen energy and energy storage, the in-depth promotion of green and low-carbon cycle development, and the change of international cooperation pattern. Young students are encouraged to practice the green concept in life and make their own contributions to the construction of a green, low-carbon, harmonious and livable city in Beijing and the national goal of carbon peak and carbon neutralization.
This lecture is of great significance for young students to study Xi Jinping's thought of ecological civilization and scientific understanding of carbon peak neutralization. At the same time, it has also greatly enhanced students' awareness of low-carbon environmental protectiont to put the concept of green development into practice and start from things to make contributions to help achieve green and low-carbon development.
